This thriller novel is the second book in "The Four Just Men" series. The novel follows the adventure of a group of men, who are vigilantes and help to fight crime. This group rebrands itself as heroes (the council of justice). Where the government and police fail to apprehend criminals, this group swoops in administering justice. When one of the Council is captured by the police, the Council members plan a prison break to rescue him. The Council of Justice wages wars on its main enemy, an anarchistic terrorist known as the Red Hundred.
